Skip the bath and just look, because you cannot soak in these thermal hells. The Umi Jigoku (sea hell) is the best photo op with its bright blue water, but the muddy red Oniishibouzu Jigoku steals the show. Spend about two hours hitting the main circuit. Definitely buy the combined pass to save cash, but don't bother with the overpriced souvenir snacks. Go early to dodge the bus tour crowds blocking every single steam vent.
