Skip this if the forecast predicts heavy cloud cover; you will see nothing but fog from the top. It costs a couple of bucks to ride the elevator up, which is fair for the panoramic shot of Presque Isle. Don't waste time on the lower levels. Plan for 30 minutes max, then head straight back down to the pier for better coffee and actual lake vibes. It is cheap, fast, and weather-dependent.
