The ropeway ride is steep and quick, but the view from the summit observation deck puts Otaru's city lights on full display. Skip the bus if you have a car, but definitely pay for the lift ticket. Spend about an hour here at sunset. Grab a hot coffee at the TENGUU Cafe to kill the mountain chill while you wait for the night sky. It's colder than the harbor, so bring an extra layer.
