Drive up the winding route to the 548m viewpoint for the best free view of Otaru. Most people just pull over for five minutes at the parking lot to catch the sunset over Ishikari Bay. It’s way better at night when the town below starts glowing. Don't bother hiking if you’re short on time—the roadside lookout hits the spot. Watch out for the mountain fog; if it's cloudy, you won't see anything.
